John Kinnaird is Board Chair of the McLennan County Appraisal District. He was elected to the District Three seat on the Waco City Council on May 12, 2012, and served as Mayor Pro Tem from May 2013 to May 2014.  John's presentation topic is "An Examination of Current Property Appraisal/Tax Environment in McLennan County."
